The City of El Paso (the City) has determined the need to submit to the Federal Aviation Administration (FAA) a Passenger Facility Charge (PFC) Application to impose at El Paso International Airport (ELP or the Airport) and to concurrently use PFC revenue at the Airport. The City has issued this public notice as part of the PFC application process as per Title 14 Code of Regulation (CFR) Part 158.24 Notice and Opportunity for Public Comment.
Comment Period: The City will accept public comments on the proposed PFC Application No. 24-09-C-00-ELP (PFC 24-09) from the day of posting through Wednesday, July 31, 2024.

The El Paso International Airport (EPIA) has established a Disadvantaged Business Enterprise (DBE) program in accordance with the regulations set forth in U.S. Department of Transportation 49 Code of Federal Regulations (CFR), Part 26. As EPIA accepts federal funding for projects, EPIA is required to establish overall DBE goals to remain compliant with 49 CFR Part 26.
In compliance with 49 CFR Part 26.45, Paragraph (g), the public is invited to a DBE Consultation Meeting at El Paso International Airport (EPIA) on Tuesday, December 19th at 10:00 A.M. The purpose of the meeting is to receive input regarding EPIA’s three-year DBE Goal for the years 2024 – 2026. This is a non-mandatory meeting for DBE contractor participation at EPIA.
The Consultation Meeting will be held in the EPIA La Placita Room located on the west end of the terminal building. Walk past the lobby area towards the escalators. Before reaching the escalators, there will be a hallway to your left. Follow this hallway and it will guide you directly to the La Placita room.
EPIA’s DBE Goal is available for inspection and comment at the EPIA Administration Offices every Monday through Friday at 8:00 A.M. until 4:30 P.M. If you would like to provide comments, please submit your comments, in writing, to:

The El Paso International Airport hereby announces its fiscal years 2022 through 2024 calculated goal of 1% for Disadvantaged Business Enterprise (DBE) airport construction projects. The proposed goal and rationale is available for inspection between 8:00 a.m. and 5:00 p.m., Monday through Friday at 6701 Convair Road, El Paso, TX 79925 for 30 days from the date of this publication.
Comments on the DBE goal will be accepted for 45 days from the date of this publication and can be sent to the following:
